Guidelines for Setting up and Operation of EV Charging Infrastructure – 2024


The Ministry of Power issued the “Guidelines for Installation and Operation of Electric Vehicle Charging Infrastructure – 2024” on 17 September 2024. Further, guidelines for Battery Swapping and Charging Stations were issued in January 2025.

Salient Features:

  1. Power Connection Timelines:

    • Low Tension (LT) connection allowed up to 150 kW.

  2. Land Allocation:

    • Land provided at affordable cost to public entities.

    • Revenue-sharing model available for private/public participation.

  3. Tariff Simplification:

    • Single-part tariff limited to Average Cost of Supply till 31 March 2028.

  4. Residential Charging:

    • Existing home connections may be used.

    • Option for separate EV metered connections with special tariff.

  5. Solar-Based Incentives:

    • Charging between 9 a.m. – 4 p.m. incentivized to promote solar power use.

  6. Service Fee Rationalisation:

    • Community/public EV charging station fees rationalized for end users.

  7. Interoperability Standards:

    • Adoption of OCPP, OCPI, and Unified Energy Interface (UEI) encouraged for nationwide integration.

Public Charging Stations Installed:

  • 29,277 public EV charging stations installed across India
    (up from 25,202 in November 2024)

  • Details of average charge time not captured

PM E-DRIVE Scheme:

  • ₹2,000 crore allocated under PM Electric Drive Revolution in Innovative Vehicle Enhancement (PM E-DRIVE).

  • Focus: Setting up adequate public EV infrastructure pan-India.

Navigation Support:

  • EV Yatra Portal (2022) by BEE (Bureau of Energy Efficiency)

    • Helps locate nearby charging stations

    • Navigation-enabled interface for users
