Guidelines for Setting up and Operation of EV Charging Infrastructure – 2024
The Ministry of Power issued the “Guidelines for Installation and Operation of Electric Vehicle Charging Infrastructure – 2024” on 17 September 2024. Further, guidelines for Battery Swapping and Charging Stations were issued in January 2025.
Salient Features:
Power Connection Timelines:
Low Tension (LT) connection allowed up to 150 kW.
Land Allocation:
Land provided at affordable cost to public entities.
Revenue-sharing model available for private/public participation.
Tariff Simplification:
Single-part tariff limited to Average Cost of Supply till 31 March 2028.
Residential Charging:
Existing home connections may be used.
Option for separate EV metered connections with special tariff.
Solar-Based Incentives:
Charging between 9 a.m. – 4 p.m. incentivized to promote solar power use.
Service Fee Rationalisation:
Community/public EV charging station fees rationalized for end users.
Interoperability Standards:
Adoption of OCPP, OCPI, and Unified Energy Interface (UEI) encouraged for nationwide integration.

PM E-DRIVE Scheme:
₹2,000 crore allocated under PM Electric Drive Revolution in Innovative Vehicle Enhancement (PM E-DRIVE).
Focus: Setting up adequate public EV infrastructure pan-India.
